According to Law 316/12.07.2006, citizens from the European Union, the European Economic Area, and the Swiss Confederation have access to studies under the same conditions as Romanian citizens, including regarding tuition fees.
Therefore, for enrolment at the National Academy of Music “Gh. Dima”, candidates from the European Union will need to go through two stages: recognition of studies completed in another European country than Romania, followed by the admission exam, where they will benefit from the same conditions as Romanian citizens (see admission procedure).
Language of Instruction
At the Academy of Music “Gh. Dima”, studies will be conducted in Romanian.
If the candidate knows Romanian but does not possess a certificate attesting to this knowledge, the candidate will have the opportunity to obtain a certificate following an exam at the designated centres (mentioned in the annex to the Methodology for receiving and schooling foreign citizens from non-EU countries in accredited state and private education in Romania). Only after passing this exam will the candidate be accepted into the first year of study. Otherwise, the candidate will need to attend the preparatory year for learning Romanian. In the preparatory year, Romanian is learned as a foreign language in the first semester, and in the second semester, students acquire knowledge related to their future academic training.
Individuals who can prove with documents that they have completed at least 4 years of studies in Romanian are exempt from taking this exam.
Recognition and Equivalence of Studies
Candidates who have obtained final high school diplomas in another European country than Romania must obtain the equivalence of studies from the National Centre for Recognition and Equivalence of Diplomas (C.N.R.E.D.) within the Ministry of National Education (M.E.N.), which will perform the equivalence of studies completed in EU countries for citizens from EU member states, the European Economic Area, and the Swiss Confederation, and will issue the Equivalence Certificate.
Files for the recognition of studies completed abroad will be sent by courier/mail to M.E.N. / C.N.R.E.D. at least 15 days before the end of the registration period for the admission exam (date of the MEC registry). Only after receiving the Certificate of recognition of studies can they register at the chosen faculties.
Files for the recognition of studies completed abroad can also be submitted at the National Academy of Music “Gheorghe Dima”, at the Chief Secretary’s office, from where they will be sent to C.N.R.E.D. through the Military Post. Submitting the files at ANMGD must be done at least one month before the registration deadline.

Master’s diploma – (for those who wish to pursue doctoral studies) and transcript – 2 notarized copies and 2 notarized translations;
Personal identification document – passport, photocopy of pages 1, 2, 3, 4, or another identity document;
Birth certificate – notarized copy and notarized translation;
Marriage certificate – (if applicable) – 2 notarized copies and translations;
4 passport-type photos;
Medical certificate – blood tests, lung tests, and psychological examination;

High school diplomas from the states listed below must be accompanied by the following documents, in simple copies:
Cyprus – national exams for general high school (Pankypriakes exetaseis – Ypiresia Exetaseis) – minimum grade average 10 or Öğrenci Seçme Sınavı (national selection exam)
Greece – Panelladikes exetaseis (proof of participation in national exams for general high school) – minimum grade average 10
Portugal – Provas de Ingreso, certificate issued by Direcção Geral de Ensino Superior stating that the diploma holder has the right to pursue higher education
Spain – “Pruebas de Aptitud para el Acceso a la Universidad, calificación Apto”; stating that the diploma holder has the right to pursue higher education.
Sweden – Certificate issued by Verket för Hogskoleverket (National Agency for Higher Education) stating that the “Slutbetyg”; diploma grants the holder the right to pursue higher education;
Diplomas from Italy, Greece, Spain, Portugal, and Cyprus will be authenticated with the Hague Apostille (obtained from the City Hall of the city where the studies were completed).
Diplomas from other countries, which are not part of the Hague Apostille Convention, must be double certified: first by the Ministry of Foreign Affairs in the issuing country and then by the Romanian Consulate.
