According to the Methodology for the schooling of Romanians from everywhere in state higher education in Romania, starting with the academic year 2017-2018, in accredited and provisionally authorized programs taught exclusively in Romanian, Romanians from Moldova, Albania, Bulgaria, Croatia, Greece, Israel, Macedonia, Serbia, Ukraine, and Hungary can benefit from:
1. Tuition-free study places with scholarship, based on the offer of places from state universities in Romania, prioritizing quality criteria and schooling capacity, according to current legal provisions and based on opportunities identified by the authorized institutions according to Law 299/2007 regarding policies for Romanians from everywhere and Government Decision No. 16/12.01.2017 in the field of Romania’s foreign policy.
2. Tuition-free study places without scholarship, based on the offer of places from state universities in Romania, prioritizing quality criteria and schooling capacity, according to current legal provisions and based on opportunities identified by the authorized institutions according to Law 299/2007 regarding policies for Romanians from everywhere and Government Decision No. 16/12.01.2017 in the field of Romania’s foreign policy.
Romanian Language Preparatory Year:
Romanians from everywhere who do not know Romanian and are admitted to undergraduate, master’s, and doctoral studies will attend the Romanian language preparatory year in accordance with current legal provisions (Appendix 1: Higher education institutions organizing the Romanian language preparatory year). Those who have acquired Romanian language skills in non-formal or informal contexts can obtain certification of these skills through an evaluation (minimum level B1), as defined by the Common European Framework of Reference for Languages.
Exempt from the obligation to present the Romanian language proficiency evaluation results when enrolling in programs taught in Romanian are those who present Romanian study documents related to programs taught in Romanian (diplomas and certificates) or study documents, school situations certifying at least four consecutive years of studies followed in Romanian, in a unit/institution of education within the national system in Romania or abroad, as well as certificates or language proficiency attestations at a minimum B2 level, issued by the Romanian Language Institute.
